Overview
The Citizenship system lets you pledge your account to one of two rival towns — Westwend or Volaria — and progress through a ladder of citizen ranks by completing Town Quests. Higher ranks unlock more quest tiers, extra votes on your town's weekly bonuses, and eventually exclusive perks like housing in the town outskirts.
The town rivalry also has a military side: each town fields a Militia that citizens can enlist in for open-world PvP.
Getting Started
- Travel to Westwend or Volaria and find the Town Registrar.
- Register as a citizen — this binds your account to the town.
- Find a quest giver and accept your first quest.
Town Registrars
Town registrars are the key contact for every citizen: they handle joining and resigning, weekly bonus voting, display the current town bonuses, and sell rank rewards for your earned points.

Westwend Registrar — in the bustling center of Westwend, south-east of the town lake.

Volaria Registrar — in the north-west corner of Volaria, up in the mountain keep.
Double-click the registrar or select Join Town from their context menu:

Selecting Okay accepts you into the town's citizenship program.
A few things to know before you commit:
- Citizenship is per account — all your characters belong to the same town.
- To keep the towns balanced, you cannot join a town that already has significantly more citizens than the other (roughly 20% more than the smaller town).
- Resigning from a town requires a waiting period before your citizenship actually ends, so you cannot hop back and forth.
Citizen Ranks
Every point of quest reward you earn also counts toward your total score, which determines your citizen rank and title:

| Duke / Duchess | 50,000 | May place a house in the town's outskirts |
Titles use the female form (Baroness, Marchioness, Duchess) for female characters. Ranks are granted automatically when you reach the required points.
Quester Rank and Quest Slots
Independent of your citizen rank, your Quester Rank determines how many quests you can accept per period:

You level up your Quester Rank by buying Level up Quester Rank from the registrar's rewards for 500 points. It can be bought twice — Master (3 slots) is the maximum.

Advice: spend your first 1,000 quest points on the two Quester Rank upgrades. Tripling your quest slots pays for itself very quickly.
Extra slots can also come from town bonuses (additional daily and/or weekly slots) and from completing the daily Corruption Quest (+1 daily slot per account per day) — see Citizen Quests.
Town Bonuses
Every week your town rolls a set of bonuses that apply to all of its citizens — faster skill gain, more mastery XP, better loot and gold, and more. Citizens of rank Resident and above vote on which category gets the strongest version.
